Greetings Captains,

Before this Session ends, I intend to have a copy of the By-Laws issued to all teams. Since I will have to retype these By-Laws, bear with me that my pick & peck method is not the quickest.

I am assuming everyone has received  their care packages.

This has been one of the wackiest  Seasons ever for this League.  New teams, schedule problems, collection of dues & memberships, scoresheets, blah,  blah, blah.

Since, most everyone does not have a copy of the By-Laws, I will address a couple issues that everyone needs  to know.

In the chapter for Guidelines &  Procedures Section 1, Sportsmanship will prevail at all times.  Gambling or wagering on League matches or games will not be tolerated. This League is plenty competitive to begin with so outward sharking or heckling is not good sportsmanship.  A bit of friendly banter back and forth between teams  and players is part of the interaction that is encouraged in this League. When that banter becomes offensive or embarrassing, then it must stop. As stated in the chapter for Tavern Policies & Rules  Section 4, All visiting team members must remember they are representatives of their home establishment and should conduct  themselves accordingly. We are in the process of completing our 14th Season with  this League. There have been zero altercations and very, very few  arguments at matches. The entire fellowship of the LancoBCA 8-Ball  League is made up of  good pool players and great people. Personal resentments or problems need to be confronted away from or outside of any particular match. If there are any problems of this nature, please refer to Guidelines & Procedures, Section 1, before anything else. Captains are responsible for their players and the  Captains may file a protest if any given players behavior is disrupting to a match. That players actions would then be scrutinized by a League Panel as to  any possible consequences.

Then there is Section 2 in the chapter Guidelines & Procedures, Starting time for matches will be 7:30 PM. Visiting team will have rights to the match table from 7: PM to 7:30 PM for practice only, (No gambling.) Line-ups must be exchanged  between Captains no later than 7:30 PM. League will allow a fifteen (15) minute grace period for matches to begin, but  should be started as promptly as possible. Each team is required to have three (3) players present to play a match.

Again, in respect to this rule,  please refer to Guidelines & Procedures, Section 1 when problems  arise If your team is running late or you know  ahead of time that your players will be late, a courtesy call to the  home teams Captain to inform them of your tardiness is encouraged. In  many cases, someone from the opposing team is on site for a match to  begin. But, if no one from the opposing team is present by 7:45 PM, the home team will have the right to put that team on the clock.  Meaning the team would have to be represented by at least three (3) players in the next ten (10) minutes or by 7:55 PM, at which time they will forfeit the first game of the first round. Then at 8:05 PM, the second game of the first round would be forfeited. Then at  8:15 PM, the entire match is forfeited.

So, when any problem may arise,  please refer to Guidelines & Procedures, Section 1 before anything else.

Please, remember that the Quality Inn Ballbusters have moved their team to the Mountville Inn. I do not have an address or phone number for them yet. As soon as John relays the  info, I will post the changes on the website.

The match that was postponed from 2/10/10 will be made up  on 5/5/10.

Subject: Rule Changes for 2009 BCAPL National 8-Ball Championships

To all BCAPL Players, League Operators, Referees, Administrators and Tournament Directors:

The following changes to the 2008-2009 edition of The Official Rules of the BCA Pool League are effective immediately, and will be in effect for all regional and national events through May 31, 2009. Please give them the widest dissemination possible throughout your organizations. I also recommend that you place them into effect at all upcoming state and local events leading up to the 2009 BCA Pool League 8-Ball National Championships.

Change to: Rule 1.3, Use of Equipment

Rule 1.4, Cue Stick Requirements

Rule 1.8, No Practice During Match

Rule 1.15, Deflecting the Cue Ball When Breaking

Rule 1.39, Illegal Marking

The mandatory warnings and increased penalties for subsequent offenses are eliminated. The penalty for first and subsequent offenses is a foul. However, as with any rule, a pattern of violations of these rules may still be penalized as unsportsmanlike conduct.

Change to: Rule 1.40, Deliberate Foul

The penalty of loss of match for a third offense is eliminated. The penalty for third and subsequent violations is loss of game.

As we approach the BCAPL Nationals, I also suggest that you review with your organizations the penalties for catching the 8-ball as it is falling into a pocket on the break. That is a violation of Rule 1.40(d). The first violation is a foul; second and subsequent violations during a match result in loss of game.

The official text of the changes is enclosed or attached. Flyers suitable for posting or distribution in league packets or at tournaments are enclosed or attached. Please let me know if you need assistance in acquiring copies for distribution. The BCAPL National Office will offer any assistance possible. To: All BCAPL Players, League Operators, Referees, Administrators, Event Officials and Tournament Directors

The following changes in the text of The Official Rules of the BCA Pool League are effective immediately:

Rule 1.3 - Use of Equipment:

Change paragraph 3 to read: "Violation of this rule is a foul."

Rule 1.4 - Cue Stick Requirements:

Paragraph 2: delete the second sentence.

Rule 1.8 - No Practice Allowed During Match:

Delete paragraph 2 and Paragraphs 3, 3(a) and 3(b). Add new sentence to the end of paragraph 1: "In team play, practice fouls committed by team members who are not actually playing in a game at the time of the foul will be enforced on all match tables.

Rule 1.15 - Deflecting the Cue Ball When Breaking:

Delete second and third sentences.

Rule 1.39 - Illegal Marking:

Delete the second paragraph.

Rule 1.40 - Deliberate Foul:

Change the first and second sentences of the final paragraph: "In addition to any penalties required by the General Rules and specific game rules, a mandatory warning must be issued that further violations during the match will result in loss of game. Each subsequent deliberate foul during a match results in loss of game.

Rule 2.10(e) Loss of Game:

Change first sentence to read: "you pocket the 8-ball on a bank shot or kick shot that you do not call."
